Operations Policy and Planning Committee : November 12, 2013: Chair Leonard
Bylaw 9130.2 OPPS: Associated with the Committee, by way of auxiliary staff, shall be the Superintendent or delegate, the Secretary-Treasurer or delegate, the Director of Human Resources, the Director of Facilities Services, the Director of Financial Services, Director of Information Technology and Planning and any other administrative officers as may be required by the Committee. The Operations Policy and Planning Committee shall meet in accordance with the provisions of Bylaw 9360.2 for the purpose of developing for Board consideration major impact areas related to: a) all personnel matters; b) all financial and legal matters; c) all matters related to the facilities required to provide educational programs; d) information technology and planning matters.
3. Business Arising From Minutes: Nohr reported that the Greater Victoria Teachers Association President wished to speak on the Coastal Kindergarten motion at the upcoming Board meeting but was not given any time on the agenda.
Bylaw 9360 General Meeting of the Board states “Limiting public presentations to 5 minutes for each individual with a limit of 3 speakers per issue”. In past meetings, and certainly when school closures were on the agenda, many more than 3 speakers per issue were included. There seems possibly to be de facto discretion but not written discretion on the part of the agenda setting team (senior administration and the Chair).
